Core Public Capabilities
The core capabilities of a functional political subdivision in a free and transparent society include providing essentially all operating data in machine-readable format (xbrl), conducting systematic, valid and reliable performance auditing, and engendering and operating under a culture of Civic Virtue for both elected officials and their employees and the citizenry at large.
These concepts translate into simple actions: publish your data, work with your data, and act like any ordinary responsible citizen would do–instead of like politicians have always acted, to subvert public data for their own, private gain and protection.
