Civic Virtue is one of the three core public capabilities defined by CASB, along with machine-readable data presentation (xbrl) and performance auditing (the systematic, valid and reliable comparison of performance to past performance and alternatives).

Civic virtue has two manifestations: the behavior and knowledge of elected representatives and bureaucrats, and the behavior and knowledge of citizens.
